Is this machine doubling in the letter S and T or something else going on.

Don't see anything like that on the current VAM list for this date and mint, so this might be a new one (for which you would get credit as discovering) - previously undocumented 1890-CC VAM's have been found over the last few years, so it's not impossible.

 

Who is the Vam guy these days.. If I remember Ken Potter is on leave. Any address will be helpful.

 

Leroy Van Allen is the only one who attributes VAM's.
