PMD? Smeared stairs, 1961d lincoln cent

Heya all,

New to this (going through first full box! yay) and just wondering is there any type of common minting related error that causes the likes of this?

To me it just looks like PMD but wanted to make sure. My eyes aren't that well trained yet. Talking about the obvious huge smears on stairs.
