Potential 1991-P DDO Quarter. Opinions Please

    While roll searching, I came across a 1991-P quarter and can't decide if it's a DDO or MDD. The only area where the form of doubling is visible is in the motto, "IN GOD WE TRUST." I'm coming here to ask you two things:
    1. Would you consider this a DDO or MDD?
    2. Is it possible for a coin to be a DD, yet the doubling only appear in one portion of the coin?

    A combination of machine doubling and circulation damage in my honest opinion.
