It's a bulk-submission coin that didn't grade "gem" (MS65 or higher). Upon a dealer's request, PCGS will only numerically grade coins that grade 65 or better, lowering submission costs. So, using deductive reasoning, the JFK half in that slab grades between MS60 and MS64.
It makes sense. Registry collectors are going to want 65 and up unless a coin has some decent toning. It seems pointless to have that coin in a slab at all.
What you get for doing that is, that they change the rules from time to time. And what they do for there in crowd is different than what they do for you and me.
Keep in mind where it is being sold at less than $50 eBay/PayPal are taking 15% and that free shipping is going to cost the seller about $2.25. Not even putting any time expense in if he sells for $15.00 he will loose less money just chucking it out into the street.
