I don't like the look of that quarter in the mint set, to me the edge seems like it's gone beyond toning and is starting to turn black which is not a good sign.
I don't know enough about the cent to be able to tell you anything. The quarter was damaged in the packaging process. It was hit hard by the heat sealing machine. Definitely NOT double struck by coin dies.
It certainly looks like it's been clipped but you will never be able to know for sure because the coin has seen so much circulation. I like both. If I had to go with one, I think I'd go with the cent.
Honestly--neither. I don't like the look of either one--the cent is beat up, and I don't like the toning on the proof set.
