Could this a new variety??

I found this in a roll today and need other's opinion. I compared it to another 1998 cent and the jacket is different in that the area between collar and jacket shoulder seam has a different form. I do not know how else to describe it and am hoping the pics can help describe it. Thanksthought I would add a regular 1998 (which is a grease thru strike) but I am showing the difference of shoulders strikes. It is the second picture that is the question. I would like to know where to go with this any ideas?

 

It might help if we had the second photo for comparison.

Post your find (picture) along with another cent (picture) of the same year for comparison.......

 

first photo is a regular 1998 (though it is a grease thru) cent, smaller photo (also a 1998) is the one in question, the two shoulders are different.
