Here's a few of my own. I have about 4/5 rolls of them in similar condition I like the uniqueness but I'm not a huge fan of them although kids seem to love them.
edit: i've got a few that still have some shine but are mostly coverd in an extreamly thin layer of "old coin" so to speak. how do i clean it.
You don't clean them. The coins in my picture haven't ever been cleaned and I wouldn't bother cleaning any steels that are cruddy they will never regain the shine.
the thing is, i tried scraching it off, it was like grim. and a little came off. i could barly see it, but it was shinny underneath.(and i do know that cleaning them deterates the value)
Generally steel cents when in circulated condition turn black and get rusty,etc there's really no reason to even attempt to clean them if they reach that state. If there's crud on it and it's shiny underneath the coins may be dirty steel cents that have been replated.
If they are circulated steel cents you will never get them shiny no matter how hard you scrub them. Your better off buying some reprocessed ones or uncirculated ones if you want them to have shine.
