What on earth is this? 25mm, Sword / Sunrise over Mountains

Any idea what this coin or token is? I don't even recognize the characters, and the date 2099 doesn't seem to correspond to any conventions that I know (2099 VS = 2042 AD, 2099 MS = 1554 AD, 2099 EE = 2093 AD, etc).

Through the blur I see both arabic writing (bottom) and kanji (top). Whatever it is, it's in an excellent condition.

Why does it have the date 2099 on it? It appears that it was minted from 1953-1955, which should be dated VS2010-VS2012.

 

What looks like a 9 is a one in Nepalese.
