First, welcome to CoinTalk. Capslock is to your left. In general, if you're looking for information about a specific topic, you'd be best served by starting out in the wee search box at the top of the page. Select the radio button to search cointalk.org and put your term in the box. When searching for HGS, I found nothing at all. This leads me to believe that they are most likely a less-than-reputable, and/or possibly rather new, grading service. You'll find that all the majors, and many of the minor grading services have been discussed fairly extensively here. The fact that the one in question has not would make me very, very cautious. I'm sure that someone with more knowledge about this particular grader will post eventually, but for the time being, I'd say that caution is the watchword of the day. I would say that the stated grade is most likely very questionable and I hope you didn't pay 10,000 for it. However, I know nothing about HGS. But, I do know that they are not in the top few companies that most coin collectors consider to be reputable and fairly reliable. Probably the best way to find out would be to take it to somebody that has extensive coin grading knowledge and let them have a look, whether that be a dealer or collector. The other way would be to submit it to one of the top grading companies (think NGC and PCGS) and see what grade it crosses at. And...Welcome to the forum!
I strongly doubt that the coin is a MS66, for your sake I hope it is at least MS, since overgrading by more than 6 point is not unknown among the alphabet soup of third world grading companies. To make matters worse, I can't find any info on them on google, or on eBay, odd indeed!
oh yeah, to answer your question, the best way to confirm (disprove) the grade is to submit it to ngc/pcgs, or you could take it to your local dealer and ask his opinion. Be prepared that he may be less than kind when he comments on the quality of that company's grading.
