Looks like a spooned cent in my honest opinion. Dryer cents usually have more flattened surfaces. At any rate, it is definitely post-mint damage. Keep up the hunt!

Don't know why anyone would spoon a cent. It would be an awfully small ring. I vote dryer coin.

The important thing, regardless of if it is a spooned cent or dryer cent, is that it is PMD. I would focus more on knowing whether a coin is an error or damage, rather than just trying to figure out HOW it got damaged. Once you recognize what is an error an what is not, then you can figure out the exact cause and whatnot. But if you are just beginning, the most important thing is recognizing collectable varieties and errors.
    Keep up the hunt!
