I've been compiling a list of these for awhile now, so here it goes:

When they say "5 coin minimum" at a grading tier, does that mean minimum 5 coins in your submission, or at that tier level?
    Do population reports include errors?
Can anyone give me a population report on 5725 (1965) Israeli 10 agorot pieces?
    How are you today?

It means a 5-coin minimum for that tier, but keep in mind that you can't mix tiers on the same submission form. You have to use a separate form for each tier.

Pop reports do not separate error coins from normal coins for good reason. There are just too many different errors that can occur which will all be different or unique in their own way. The census would become unmanageable.

I checked the NGC census for your 1965 Israel 10 Agorot. The list cited a "10A" which I assume is the coin in question. The NGC Census lists just three: 2 - MS66 & 1 - MS67.

I'm fine. How are you today?

Actually, a better question would be whether they exclude errors. I coin 1 had

    G 0
    VG 0
    EF 0
    AU 1
    MS60 6
    MS63 2

And mine is off-center and it grades VG, would it be included in the report as

    G 0
    VG 1
    EF 0
    AU 1
    MS60 6
    MS63 2

    or excluded all together?

And I'm awesome, just for the record
