I just have to ask: how were these sales tax tokens were used?

Oh they would have a fixed value. Perhaps 50 mils, save them till you have a penny's worth and spend inside the State of issue. These are mostly depression era issue.

back in the day (1930s to 1960s, depending on the state), tax wasn't rounded. if the tax was 2.3 cents, and you paid 3 cents, you would receive tokens of the .7 cents. each token has a value. some 1, some 5. some tokens say sales tax, some say pension tax, some say... well, there are a lot of taxes.

Well, statutorily they round up and down. They still go around checking cash registers to make sure the program is correct for tax calculations and the rounding is not shorting the government.

Slowly states are moving this way I should say. Some still let the merchant round at the cash register, but the merchants owes every penny in total, so if the merchant's cash register rounded wrong, or just had bad luck to round down more than up that month, the merchant owes the difference.

That is interesting. If I buy one drink at the Circle K, it cost 85 cents including tax. If I buy 2 drinks, the total is $1.71.
