1999 DDR? or is this another type of doubling

Please see pics. Was curious if this was a DDR or another form of doubling. It is the reverse of a 1999 penny I just found.

I'm seeing a little machine doubling on the bottom of the letters, but otherwise a normal coin. Keep up the hunt!
