Gratian or Theodosius?

This is probably obvious to somebody here but me being a NEWBY am somewhat preplexed by this coin.* The obverse has DNI OS A while the reverse is much easier to make out with REPARATIO REIPVB, A to rt, and TES in ex.* All indicators point to Gratian, but the obverse is telling me (Theodosius) otherwise...* Any help would be appreciated.

    Thanks and Take Care

I think its Theodosius and the TES in ex: means its from Thessalonica? could be wrong.

Yes,it's Theodosius and the reason you're not sure is that Wildwinds doesn't have this coin on their site from Thessalonica. Here is the Aquileia version.

I suppose you might want to submit yours to them. Dont know how they go about deeming a coin worthy or how much the list gets updated.
