    1. Is the figure male or female, I've read both.
    2. Why was the wreath reverse discontinued in 1860?

    It is Liberty wearing a Native American head dress designed by James Barton Longacre. Knowing this and considering Liberty is commonly referred to as "Lady Liberty" I would say it is female.
