Rolled digit serial error?????

While strap searching today i found this 2006 $1 bill and was wondering if it would be considered a rolled digit error???? The 9 in the top serial number appears to be rolled???

Not enough to command a premium. There has to be some of the digit missing or a part of two digits.

 

Yea i kinda figured it would be within the tolerance level but just wanted to be sure before i send it back to the bank.....
