i agree with the prestige year set. you get a silver dollar plus .85 in 90% silver. they come in a nice book and you can probably get that year near melt if a local coin store has one. and i also agree with taking her to a real coin shop and red book. there is no telling what might strike her fancy.
You should buy a 1997 Proof Silver Eagle. I always recommend these for gifts and it would be a slam dunk.
Another idea. Figure out what her favorite animal is and see if you can find a coin with it. I think they've probably made a coin with almost every kind of animal by now. If you can't find one, post here and we'll try and help.
Thinking back to when I was a kid, with virtually no money to spend other than my (very) small allowance, I found it easier to put together current issues in Whitman folders. I built some pretty nice sets from pocket change and enjoyed the "thrill of the hunt". I'd guess that your daughter is more into the collecting part of our hobby rather than the investing part (which is a rather mature concept). I think it is more important at this point to nurture the inquisitive, seeking, "fun" part of collecting before bogging her down with melt values, price trends, etc. Heck, I've been collecting over 40 years and have pretty much figured out that investing in coins (stocks, and everything else) is a hit and miss proposition. With that in mind, I can think of nothing more DISCOURAGING than collecting coins from an investment standpoint, only to see that the coins selected weren't the right ones. Also, I think that Prime Mover hit the nail on the head when he mentioned taking her to a coin shop to see what she is drawn to. Then she will develop the passion for collecting that makes it all worthwhile. Have you ever heard of a passionate coin investor? Just my two (wheat) cents!
