94 penny error

hello i have a 94 no mint mark penny that has a piece of another penny covering reverse. Piece is seethru but has details of another reverse penny overlapping but rotated. Researched and all i come up with is major die break retained rotatecd overing 25 percent of penny. also has cud error on obverse. Any help greatly appreciated

Being as I cannot see much of anything, let's take the safe bet and go with some sort of gunk/gum.

 

Based only on your description, because the pictures show virtually nothing, I'd say it's left overs from a glue job. Try using the macro (flower) setting on your camera.
