That seems to be the weakness of the new obverse. All new quarters affected with that obverse have varying degrees of that die chip. Kinda like how the Arizona State quarters always seemed to end up with the extra cactus.

 

Meow thinks Meow will never find one as Meow only can get D mint coins. Only Philly blesses us with errors on a VERY regular basis.
