edge of earth is raised all the way around (does not slope at all) but I can still make out the islands under florida so maybe not... What do you think?
Concentrate more on the "shape of Florida" as it is unique to the different types. A Type 2 ALWAYS has a Florida which is shaped like a Tornado. When in doubt, simply check out a 1971-S Proof or a 1972 Silver Business Strike. Both have the Type 2 Reverse. Additionally, the Islands for the Type 2 are illustrated by using "incused" lines instead of actual "in relief" material. It's really not as difficult as some written text claims it to be. In other words, the shape of relief of the earth is just gobbly gook that confuses most folks. Yes it's different but the differences can get compromises with either a weak strike or coin wear. The shape of Florida stays consistent regardless of strike or wear and, IMO, is the number one tell all.
