I think it is sarcasm spiced with irony because when it comes to enforcement of counterfeiting (and many other things), China is very lax in its enforcement against such things to a point one would think they are actually promoting it.

Most of the counterfeit coins sold on eBay are of Chinese origin. It is probably an accurate statement to write most counterfeit goods are produced in China.
Some would argue fraud, deception, and shady business practices are ingrained Chinese culture.
