If it went down in New Jersey territorial waters he may find the state claiming part or all of the find. Florida is like that. Under there law they typically claim 25% or more of salvaged ships in their waters. When Fisher was searching for the Atocha he had a contract witht he state that they would only take 25%, and then when he actually found it they tried to claim the whole thing.
