Need help with this strange bill

My girlfriend found this bill @ work and wants to sell it on ebay... just wondering what you guys think this is. Is it just an over inked bill? How rare is this?

Also... is it worth it to get it graded by a professional first prior to selling it? Does it raise it's value if it's graded?

 

There are stupid people buying all kinds of stuff on EBay, so maybe she can get her fees covered.

 

Can you see the security thread and watermark? Does it look like a genuine US bill in all respects. Counterfeiters are getting pretty good these days. I have never seen one with a smudge like that before.

 

its just a bill that has been damp, on some I can smear the ink with sweat and my finger if the bill hasn't spent enough time proofing, the ink drying in other words

 

That looks like a single, which has no security features.
