What does the other side of the coin look like?

It is likely PMD (post mint damage), but I could be wrong.

    FYI:

The best way to photo or scan a coin is straight on, no angles, and with the coin oriented straight up.
And always submit both sides of the coin to eliminate all possibilities.

If it is an error, it would fall under delamination.

It's possible that there was a partial separation of the clad layer that eventually broke away. The strike impression on the exposed copper appears to be muted suggesting that the outer layer was in place, but separated, at the time of the strike. The question remains whether or not the clad layer was removed by someone bending it back and forth until it broke away. I would have to see really good close-ups of the edge of the break.

It looks like a lamination. That's caused by impurities in or an improper mixture of the metals, which, in this case, comprised the clad layer in that area. You're just missing the piece that didn't adhere to the copper core and peeled off. I've seen these errors cut straight off like that. It's a cool error, when they're that dramatic.

that is a partial missing clad layer, after strike. If the piece that is missing were still attached it would be a clamshell.

I'm of the opinion this is an lamination error.
