Here is an off center indian head cent, slabbed by PCGS as an 1883. The date is half way off the coin. BUT, the last feather in the design points between the C and A of AMERICA - which only happened in 1886 and after. A. PCGS messed up. I would say either a 1893 or 1903. The tops of the loops are different. At least it appears that way to me.
As stated in the first post it CAN'T be an 1883. I think the numerals are distorted due to being so close to the edge. The lack of the collar there allowed more lateral stretching. It might be possible to do an overlay of the 1893 and 1903 dates matching the centers of the top of each numeral to see if it is identifiable by a difference in the positioning of the digits on the logotype punch.
