Far from a expert on this, but don't rule out Algeria and Libya. Similar to some of the Budjus and Paras. I don't see a date on the coin. Seems very sharply struck and well centered compared to examples I tried to compare it to. Possible fake or pattern? The size and weight is about right for the 4 Kharub.

Every one of the coins in the HA auction has a readable date. Yours is missing, or unreadable. This is why I am thinking it is a copy. Just my opinion, I could be totally wrong.

Reading old Arabic text on coins is difficult, but your coin and the one on e-bay have some junk characters that are extremely unlikely that they are Arabic texts, as sonlarson said, until you can get an expert opinion you will never be sure if it is fake or real.
It's definitely a modern replica, silver wash over base metal. I have come across several of them in various sizes.
