screwed by offering local pick-up on ebay.

    You got that right! I wouldn't have anybody come to my house when it's coin related. One thing for sure is the OP's situation and the guidelines put out by PayPal or ebay don't mesh and they need to be called on it, unless I missed something.

    Aye eBay will be a pain like that.

    With local pickup you should also make sure they sign a reciept (this is in case they tell eBay "Well I went there, but they weren't home!" or other such malarkey).

    I don't know if it would.

    But all they said was they're holding your funds because you didn't provide the tracking number. Couldn't hurt to try.

    Not always. Here's PayPal's policy:

    When some sellers receive payments, we may hold the money in their pending balance for up to 21 days. We want to make sure that there are no problems with the orders, such as disputes, claims, returns, or chargebacks. After we determine that the order was fulfilled and the customer is satisfied, we may release the money earlier.
    If we place your money in a pending balance, it belongs to you but isn't immediately available to spend or withdraw.
    We'll let you know if payments on your account are held. We'll also let you know what steps you can take to have your money released earlier. If your PayPal account was already limited, you'll need to lift those limits before you complete the steps to release your payments.

    I wonder if that's something they do regularly when the seller provides local pick up as opposed to shipping through the USPS?

    Couldn't hurt to try? Right, it's not your account that could be closed for lying. Anybody taking note of the integrity of this suggestion?

    However, eBay/PayPal would have to prove that. How many times do we see threads started because the USPS failed report a tracked item as being delivered?

    Happens more often than you obviously care to think.

    He can file a chargeback claim against you stating that you never delivered the coin. In such a case, you have not followed PayPal's rules by obtaining Delivery Confirmation or Signature Confirmation and you would lose the case. Not only would you be out the Type 2 SBA, but PayPal would remove the funds from your account and give them back to the buyer.

    I know one seller from recent experience that mailed me a envelope with a DC notice on it with the same number as in ebay notification, except there was postage due on it for the cost of the DC and difference in mailing level. I paid the postage due and took it to the PO for confirmation and they said it hadn't been paid for, that the person put on the DC, and then some postage stamps, but it had no postmark nor cancellations The PO has dtarted looking for them. I was repaid by the seller when asked.

    I think there may be some confusion on how ebay determines what a transaction outside of ebay constitututes. Unless the policy has changed in the past year, it has never been a problem to be paid by cash. The seller would not get in any sort of trouble by accepting cash as payment when hand delivering the product. Remember that once upon a time it was standard practice to be mailed money orders or cash in the mail for ANY auction. Paypal came along later. A few years back there was a big stir caused when ebay considered making paypal the only option to pay for anything but if I remember right the uproar was so big they pulled back. I couldn't imagine selling a 25,000.00 automobile and being paid by paypal.

    There is a new scam on ebay on the pickup option. Don't offer it. The buyer can basically stop their payment since they got the coin already. Ebay/ Paypal has a strict policy on sending packages out with tracking info. If the seller is honest you can email him and ask him to send you a check.

    Mail a thank you note to his address. Buy the label through eBay. Send it to him.

    You are going to be out the cost of postage plus the time it will take for the USPS to deliver it. But that would complete the transaction.

    Every internet deal I've ever made in person is cash only. It's the only fair thing to do for both parties IMO.

    Once a buyer posts positive feedback on a local pickup, it's the same as delivery confirmation, and eBay/PayPal policy is to release funds immediately.

    not according to ebay. there policy is , and i quote"without tracking, even on a local pickup, you must wait 21 days to have your funds released."
