The Blue Book is published every year just like the Red Book. What your real question is, is in what year was the Blue Book first published ? That I do not know, but somebody might. You can probably even Google the answer.
If he has the latest Red Book by Whitman Publishing, he could simply turn to page 420 for info on the Blue Book. From that page it explains that the Blue Book was actually prior to the Red Book. Started in 1942 and published every year since except 1944 and 1950. Approximate prices for the first Blue Books and all Red Books are on several pages in the Red Book.
