Not sure if these are trail dies, cracks, chips and or PMD ????

I thought at first glance it was just worn but then taking a second look I saw all the raised lines. So not sure if trails, scratches, chips ?? They are raised and you can really see it over the "C" in Cent. I don't see any buffing or smeared letters below the faint area at the top or side. Any ideas??

Those appear to be polishing/cleaning lines judging from what looks like the grease-filled portions of the coin.
