Are these still out there? I found a 1995 penny that really looks prooflike. it has medium mirrors, and in the right light, it is very reflective. There are also heavy die lines (polishing?) on both sides. I would not think people are whizzing 1995 pennies, but I could be wrong.
Almost all moderns have a few PL's made each year. They can be exceedingly scarce and some are not very PL. They are far more common in mint sets but they do appear in rolls and in circulation as well. A few can be exceeding PL like some of the zincolns (especially '88-D) and some are only vaguely PL like 1974 Ikes. The mint started intentionally polishing many of the planchets for mint set coins starting in 1986 and they become more common after this. Most PL's are the result of basined dies striking a good planchet but other factors like polished dies and planchets play a hand.
They do exist...but they can be pretty rare. Normally, PL modern coins are from the very early circulation strikes produced when the dies are still fresh. I would imagine that after very little circulation...the PL appearance would be all but lost. But, they do exist. Here is a PL 1998-D quarter I recently purchased:
