That is not a coin, it is a metal, i have seen this before, it is a metal that was (someone correct me if i am wrong) put in some serial box, i found one as well. It was some kind of president series. It has no value. in numismatics but it might be a collectable from serial box trinkets standpoint but not from a numismatic one.
I would have guessed it was an oil company promotional item, but that is purely a guess. Any value would be far less than the cost of a stamp to send it to someone that would want it.
