It is not listed in the Krause Catalog for circulating world coins but there have been mistakes in that catalog.
The 300 Guaranies coins were minted as commemorative, for the re-election of the president Stroessner. I'll not discuss political issues here because is not the place. But the fact is that these coins never circulated. I guess the "wear" is due the fact that most people here know very little about coin collecting and probably they are cleaned or polished.
