Franklin Proof with some die rotation. How common is this?

    I just noticed this Franklin Proof has a small die rotation, maybe 5-7 degrees. I realize this is insignificant for most coins, but I wasn't sure if it might be less common on proofs. Any thoughts?

    It's graded PF65 by NGC.

    I'd be more concerned about the stuff going on on the edges of the coin. It is really distracting with those colors. Coins are supposed to be blast white. Send it to me and I'll get rid of it properly.
