I have looked at those Franklins under 10x, and I think they are proofs. The surface is very weird, however--perhaps corroded--in that it looks like sandpaper with a mirror surface. I have now looked more closely at 2 other Franklin proofs which have the same surface. Would it be appropriate to call them "impaired proofs?" I am so far assuming the damage came from improper storage, and I haven't taken them out of the holders, yet. I did get some MS70 and experimented on some 1964 quarters and halves...just for technique. I won't touch anything pre-64 until/unless I feel really comfortable with it.
