I "buy" them from the bank for bus fare and general public annoyance and continually find mint state or AU59+++++++[star] 2001-2011 coins. Weren't these not supposed to be made for circulation at some point?
You're correct...since 2002, they've not been struck for circulation. Having said that, it's not terribly unusual in my experience to come across a "run" of time where suddenly you find quite a few...all in good shape as you say...of the NIFC in rolls. I don't know why it happens...my guess would be someone giving up on rolls or boxes they'd put aside 10 years ago or whatever...but who knows?
