Nope...as long as you aren't trying to turn a quarter into a dollar coin you can do whatever you want to it.

I think its illegal if you try to pass it off as something its not.

Would nickel plating make it magnetic? The outer layer is 25% nickel already. The average thickness of nickel plating is only about .0006" in my experience. Would that make a magnet stick? I would use a small file and take a little (plating?) form between the reeding to see if there's copper there.

I have seen plated coins that were magnetic before.

Yep... and here's an older thread on exactly the same subject:

I havn't followed the state qtrs so, is there one obverse design for all the state qtrs?
I noticed the different sizes of Wash. on the OP's 2 qtrs...

That coin turned out to be a magicians coin. They found out because there was a seam above colorado on the obverse that went all the way around the quarter. mine doesn't have a seam

Very interesting, a magicians coin. That cool.

Washington's neck is thicker on the first quarter and thinner on the second. I think it's a counterfeit

I think it is counterfeit also. I'm glad this was the first coin i pulled out of my coin jar or else I probably would have spent it.

A pure nickel plating would be magnetic. Nickel is magnetic but it loses that property when the alloy of other metals reaches about 12%. I also suspect he is using some fairly strong magnets. Some of the rare earth magnets are very strong but light weight. I would think that a nickel plating would probably be enough for the coi to pick them up. A good question though would be is the coin magnetic enough for the magnet to pick up the coin easily? Even with a rare earth magnet I'm not sure it would pick up a plated coin. (And from looking at a blow up of the reeded edge picture I do think it has been plated.)

I've seen a bunch of plated coins and my first reaction was that this is plated too. We could easily test this theory - take a pin and scrape it inside one of the reeds on the edge - the plating should come off revealing what you see when you look at a normal quarter. If this happens, you can conclude that the plating is magnetic, and it is not a Chinese counterfeit.

I'd love to be able to respond but I can't figure out a way to do it without sounding political. There is plenty of evidence on the internet. I can't say they encourage companies to cause harm but by doing nothing as far as regulations go, the industry there gets away with murder, literally.

It's a magician's quarter. They're less worn and magnetic so you can do tricks with them. Must have got mixed into regular circulation somehow.

Might be worth something after all, but not a lot.

I would strongly say plated. Ive come across kinds like these before roll hunting.
