PCGS Regrade.... They didn't crack the coins out (OGH)???

    What should I be looking for? I have it, here are some of the details;
    1. Service Group: Secure Plus U.S.
    2. Package Information: 1 Submission, 1 of 1 order, total number of collectables: 5
    3. Type of Submission: Regrade
    4. Service Level: Guarantee Resubmission
    5. Coins: I filled out information for all 5, it was pretty easy since it was all on the OGH Holders
    6. Fee Calculation: 5x$25 = $125 + $8 fee + $29.95 shipping = $162.95
    7. Total Declared Value: $1416

    There isn't any other information on the form. Some of their markings are;
    1. An X with a circle around the service group selection (Secure Plus U.S.)
    2. An X with a circle around the type of submission (regrade)
    3. A circle around the service level selection (guarantee resubmission)
    4. A signature above the fee calculation box (in between the "no" box of signature required and fee calculation)
    5. A circle around the return shipping fee ($29.95)
    6. A circle around total declared value ($1416)

    Other than a few other "For PCGS Use Only" items, that's pretty much it.

    I'm not disappointed that they came back the same grade, I'm disappointed that the coins weren't cracked out and given a pure / unbiased grading opinion. I'm sure they tried but it is impossible to say that the grade on the previous holder doesn't have at least SOME kind of influence, if even sub-conscious. As stated in my other post, all the research I did told me that they are supposed to crack them out and send them to the grader as if they are raw. Crossovers are a different thing entirely which that is not the case granted that you set a minimum grade. It's almost as if they gave me the crossover service instead of Regrade?... I just find it odd.

    Thanks for your response, Jblade. I would call PCGS customer service. It appears to me that you did order the service that should have cracked the coins. However, I'm hardly an authority on PCGS submittals -- I walk them up at a show and have the customer service reps fill out the forms for me. :)

    Mike I don't know for sure, but is it possible that his item #4 -

    As I understand it when you submit under the grade guarantee they don't crack the coins out unless they think they are graded incorrectly.

    Can anyone else confirm that ? Or correct me if I am wrong ?

    As I said, I don't know for sure. But I have heard many reports that if the submittal form is not filled out exactly correctly that you don't always get the type of service that you thought you were going to get.

    As I understand it items 3 and 4 -

    are two entirely different things. Regrade would call for the coins to be cracked out and regraded. But a grade guarantee submission would not.

    Ugh... I think you are right! I feel dumb now, and definitely wasted $150. I guess when you send them in for a regrade, you have to choose a service level (Regular, Express, etc...) and pay the FULL fee again? I guess I thought since they were graded before that $25 for a regrade seemed relatively reasonable. I didn't want to believe that I would have to pay $50 a coin to get them RE-graded. I looked up further definition of "Guarantee Resubmission" and it only mentions "verifying" the coin (making sure it is genuine and lives up to current grade) and then if the coin is lower then they deal with it (via refund, and re-holder). It doesn't say anything about grading the coin higher.

    At the same time... I'm almost relieved and feel I should send them in under the CORRECT information... The comments on the coin (especially the 1902 which mentions a MS66 reverse) make me think that maybe one or two will actually upgrade. I wish they would have contacted me about the discrepancy so I could pay the difference and get it done correctly, but I understand that they are not required to do so and it is ultimately my fault.

    And that is probably why you got the David Hall comments, I've heard he personally takes care of the problem submissions ie spot reviews, grade guarantees, ect.

    Here's the way it works.

    If you submit a coin for a regrade it is cracked out and reassessed. If it loses a grade or a color point the guarantee kicks in. Either way you get a new holder and new cert# (assuming you want to keep the coin at the same or lower-grade).

    If you send it in for a "spot review" (also called a "Presidential Review") the holder is not cracked. If the coin downgrades the guarantee applies. Otherwise you get it back in the same holder.

    Assuming your submission was clearly for a regrade...if PCGS did not do the above then get on the phone with them to sort it out. These are their rules and they must play by them.

    Mystery solve! Well done guys.

    As an aside, I believe David Hall (DH) reviewed all your coins, and those comments are his own, as my recollection is that David does the grade guarantee work himself.
