I would guess that as well. A lot more common that you think, and a fairly large reason coins were dipped in the 70's.
Also very possible. Basically something was covering the areas that are not toned. I suppose if it was tape, it might have left glue residue behind.
Dip can be applied to only a certain area if you are careful and steady. In this thread, I did only one side, but the same principle applies. On a large silver dollar like the Peace dollar, it wouldn't be too difficult. Although, straight lines would not be an easy thing. http://www.cointalk.com/t205567/
I have a 1928 peace that has a big "x" across it from marks that look like tape as well but no residue.
