Probly just a spender in this condition but is this a repeater or radar? Or just completely normal?

It's a radar note because the serial number is 8094 4908 — The "reflection" of 8094 is 4908.

 

well is far as value, its not worth a lot since it is very circulated. I don't know the exact number but I would say it is safe to say no more than $15
