If you want the dime then I wouldn't let $3 factor into the decision, just buy the thing at $20. The coin may not be worth $20, but then again the coin is not worth having paid for the grading. So, if you want it in a slab then a $3 premium shouldn't keep you up at night.
I agree with Cherd totally. The slab cost more than the coin so you are getting the coin you want in the holder you want without having to submit yourself. He'll probably take the offer of $17, but it's okay to pay what the seller wants from time to time.
My advice is to save your $ and wait for a better coin to come along. $20 is too much for that coin. I personally wouldn't pay more than $10 for it and I LOVE Roosies.
Speaking as a sympathetic feeBay seller, I would point out that the seller is offering free shipping on the deal. I can't speak for the seller, buy my total COST to ship a slabbed coin in a bubble mailer via USPS First Class mail is $2.08 including supplies, feeBay/PayPal fees of 12% on the shipping charge, and postage without insurance. This doesn't include what other sellers include like gas and "time" (whatever that is). Anyway, just my two cents! It's a great looking coin and has the FB designation. I'd offer $15 for it including shipping.
I don't say $15 is a bad price with free postage but it's easy to find high grade Roosies with FB of that year at bargain prices. My own interest notwithstanding, Roosies aren't really a popular series and there are no real key dates to speak of (49 P & S are probably the toughest in high grades). I held out for MS66 and higher examples for my collection, most with FB (even if not noted on the slab). The toughest Roosies to find are certified MS clad examples, since they are seldom worth the cost of grading.
