Okay, here you may have to break out the more obscure referrence material.

Name the only Mint that was written into law, land and building bought and named, but never used.

A private mint in Denver was purchased in 1863. After remodelling and officially being designated a Branch Mint, it was instead used as an Assay Office.

This is not the same as the other building, also in Denver, that was constructed in 1904 and began producing coins in 1906.

Not the one. This mint was never used for any government purpose. Only bought, named and signed into law as a branch mint.

I guess that no one can come up with this one.

    "The Dallas Mint"

    Portland, Oregan

Written into law in 1864 and erected near Portland, Oregan this branch never commenced in coinage.

Thought I knew it all. What's your source for this info? Is it in Taxay?

Actually, the first time I heard this story was on a History Channel special. An article published in the 40th anniversary issue of Coinage mentions this almost mint. It is in the August 2004 issue at bookstands everywhere.
