1984 Dropped Letter Quarter

I found this 1984 quarter with what looks like a dropped letter in between the L's in dollar and what also looks like some sort of doubling on the reverse side

Yup, same here. Most likely a foreign substance that is not part of the coin nor occurred at the mint.
