Is this a radar serial number ?

    I am not familer with paper bills, but I saw this serial number that intrigued me. Is this what is known as a radar serial number ?

    No, its not a radar, due to presence of the other numbers. Were they 0000 in place of 9865, then you may be onto something. I personally don't go by 'partial' in the terminology though. Your note is also so thouroughly beat from circulation it negates any numismatic value beyond face.
