COLUMBIAN 5 PESO, Justice bound?

I have a 5 Peso coin from Columbia dated 1981, KM 268. It appears to be a female figure of Liberty seated with her hands tied behind her, almost like she was waiting for a firing squad, or perhaps that liberty or justice was bound. I haven't been able to find anything on the message behind this coin. Does anyone know the story behind this coin? JonySky

I don't know what it represents but it reminds me of "blind justice" theme used by judicial systems around the world,including ours.I'm not sure how Liberty bound could be a good thing though.Maybe it was a political statement.Anyway I just stopped by to post pictures of the coin type for you courtesy of OmniCoin.Someone else will have to provide the explanation.
