First off, what are you trying to recharge and is it re-chargeable? I wouldn't try using a toaster oven. It specifically says on the boxes I use to cook the bags at 240 degrees for at least 3 hrs. You need to know what the heat is. I just pre-heat the oven to 240 and let them cook for 3.5 hrs. Makes a huge difference after a re-charge. Maintains 30% humidity in a 60%+ humidity environment. When it creeps up to 45-50% I cook them.
Yes it should work. The key is getting it hot enough and keeping it there for a long enough time. A toaster oven should be able to do that.
