Could be. I was roll searching one time, and found a 199# penny with the reverse covered in what looked like red paint, and a black sharpie heart drawn on it. Needless to say, I gave it to my girl.
Painted coins were used as incentives to get people to shop downtown. They were reimbursed for their parking with painted coins.
Yup, I run across colorized painted coins from time to time. They're worth face value, if you find one, spend it. Don't buy them either, at least not for more than face value because they're very easy to make, just buy your favorite color paint.
I once found a dime that was covered in green paint. I scraped off the paint that was over the date, and what did I find, a 1955 silver dime.
I know that many laundromats paint the coins that their laundress uses to wash/dry clothes, presumably to keep track of their own money.
