I have a penny from 1982 and the lettering on it looks blurry so i just wanted to know if this could be an error. I put a picture of the penny above.

Welcome to CT, Ian. Great to have you here.
I'm not sure what you have there. It might just be worn, but it could have been struck through a capped die.
There will be some real pros here soon to tell you for sure.

Reverse has bubbles and so does observe. Could the die have not set properly. It looks like it has luster so it couldn't have been worn. I am think the die may have not set properly, weak strike or dryer coin.

Could this effect the coins value?

I'ma gonna say "Dryer Coin". The rolled rim visible from both sides adds confirmation. As for value, I can say categoretically that the value could not possibly be less than $.01.

The penny is really shiny on both sides the picture makes it look worn down for some reason

Don't hold me to it because I don't know much about errors but it looks as if someone heated it a lot to the point of trying to melt it.

You'll see alot of those in the mid 80s. It's a zinc one I bet. My uess is they were fine tuning the presses to strike the new composition.
