Is this a wounded eagle error or just a scratch??

I was looking at some Sacagewea coins and I noticed this mark, just wondering if this was an error?

PMD to me. It's like any 'ol regular ding that happened after the fact.

 

Also looks like PMD (post mint damage) to me too.

 

No expert but I'd have to agree... PMD.

 

That is what I thought, but the location and angle of the mark had me hoping.

 

I can't tell from the photo, but is it raised or recessed?

It's recessed. The shadow is on top, comparing to the rest of the coin inline with the rest of the details and where shadows are at, it's definitely recessed which gave me the hint that it's PMD for sure.
