an overdate is when a die is dated for one year, like 1868, but used in another year, like 1869, so they punch a new date on the die. a repunched date is when the die is dated 1869, and for whatever reason (wrong spot on the coin, didn't punch it hard enough the first time, etc.), they punch it again, but don't quite get the date aligned right the second time.
It's hard to tell but it looks as if the 6 is repunched as well. If that is true it would be an 1869/69.
Yes, it IS hard. I bought a loupe just to examine this coin. I've never used one before. You have to get just the right angle to see the second nine. There is the tiniest evidence of a second six on top.
Those different Snow attributions can indeed be hard to see without magnification. I have 7 or 8 different ones now.
There are at least 15 varieties of this repunch. Some have just a doubled 9 and some have 69/69. The Snow-1 has a doubled 18.
