I think it's because regardless of the fact you should buy the coin, not the slab, they know that having a fancy label will be attractive enough to some buyers so that that will sell the enclosed coin. I believe that to be true.
If you have enough to submit, it used to be that you could pay extra for a special label used just for your coins. Is that what you mean?
I mean this; All cents now sent to NGC default to a Lincoln label, not the brown label. So why do some still get brown labels? It is not requestable.
I see what you're talking about but have no idea as to why it happens. I'd suggest you capture pics of the two label types and send an email to NGC asking them to explain as I can see no rhyme or reason for it. Except maybe this - they were using up old label stock ?
